pip安装tf-gpu=2.4的bug解决方案

背景：在centos7.9服务器上，v100单卡，cuda-11.7，驱动也是匹配的，安装torch不费劲，但是tf-gpu就是不行，conda安装失败，只有pip安装，然而pip失败。woc

conda安装失败：

conda install tensorflow-gpu==2.4
